On August 18, the Guang- dong provincial government issued the Suggestions about Comprehensively Deepening the Reform to the State-owned Enterprises, making it the 20th province/municipality to work out local-version plans of reform to the SOEs. By then, there have been over half provinces having issued the reform plan.
On the same day, the Central Leading Team of Comprehensively Deepening Reform held the fourth meeting, in which they examined and discussed about the Plans of Reform to the Wage System for Major Directors of Central Government-owned Enterprises and the Suggestions about Fixing and Standardizing the Wages for Central Government-owned Enterprises and the Business Expenditure. These are the first documents about the reform to SOEs examined and discussed by the Central Leading Team of Comprehensively Deepening Reform.
In truth, there were no top designs and systematic plans about the reform to SOEs coming out from the 3rd plenum in the 18th CPC Congress, in which the decision-makers only mentioned about the mixed ownership, management of SOEs and categorized reform. Presently, the national-version plan of reform to SOEs is highly expected by both the experts and practitioners.
Several officials from the State Council’s State-owned Assets Supervision and Administration Commission（SASAC） say that the Guiding Suggestions about Deepening the Reform to SOEs and Guiding Suggestions about Improving the Ways of Realizing Public Ownership, which are compiled by the Systematic Reform Center of SASAC and expected to come out in September, will not come out this year. The latest news from SASAC is that the national-version plan of reform to SOEs is going to come out next year when the Central Leading Team of Comprehensively Deepening Reform has comprehensively edited and modified it.
Modifications Needed
The SASAC attributed the delay of the SOEs reform plan to the necessity of making “a lot of modifications”. None of them could give out a confirmed schedule about the plan.
The objective of the new round of reform to SOEs was established in the 3rd plenum of the 18th CPC Congress required the central government-owned enterprises to improve the ratio of their submitted yield on state-owned assets by 5 percent in the 12th Five-Year Plan（2011-2015） and increase the proportion of their submitted yield on state-owned assets in the public funds to 30% by 2020.
According to the data from SASAC and the Ministry of Finance, the SOEs in China earned the profits of 2.6 trillion yuan in total in 2012, accounting for one fifth of the financial income. The SASAC estimated that the reform to SOEs, if carried out smoothly, will help the SOEs to increase the SOEs’ profits to 3.5 trillion yuan by 2020. They will turn in 1 trillion yuan of the profits. Assuming the population in China is 1.41 billion then, each Chinese people could indirectly enjoy the 750 yuan of dividends.
