摘 要：随着经济的发展,中国花卉业取得了令人瞩目的成就,并逐步成为中国的一个新兴产业.为了解中国花卉业近20年的发展动态,笔者通过文献查询与实地调研对中国花卉业发展现状、动因、趋势、存在的问题展开研究.研究表明,中国花卉业发展总体呈逐年增长趋势,尤其是近10年来,由于花卉市场需求旺盛和国家对农业进行战略性的结构调整,中国花卉业的发展尤为迅速.花卉生产面积逐年扩大,2012年生产面积达到112万 hm2,成为世界花卉种植面积最大的国家；花卉产值以超过20%的速度增长,内销市场越来越旺,出口创汇也有较大幅度上升,具有良好的产业前景.但是中国花卉业在生产、市场、科研、管理等方面还存在不少问题,必须尽快采取相应的对策措施,才能使中国花卉业顺利健康发展.

Dynamic Development of Chinese Flower Industry

Abstract： With the development of the economy, the Chinese flower industry has obtained remarkable achievements, and gradually becomes an emerging industry of China. In order to know the dynamic development condition of the Chinese flower industry in nearly twenty years, researches on the development situation, motivation, trend and current problems of the Chinese flower industry were carried out, through the methods of literature search and field research. Researches showed that the development of the Chinese flower industry presented an increasing trend year by year in general. Especially in the past 10 years, the Chinese flower industry developed rapidly, due to the vigorous demand of the Chinese flower industry and the national strategic structure adjustment on agriculture. The production area of flower industry has been increasing year by year and reached 112 hectares in 2012, which made China the country owning the largest flower planting area in the world. The production value of the Chinese flower industry increased by the rate of over 20%, with the increasingly prosperous domestic market and the great increase of exports, which owned promising industrial prospects. But many problems still exist in the Chinese flower industry in terms of production, marketing, scientific research, management and so on. Corresponding measures must be taken as soon as possible, in order to make the Chinese flower industry develop oothly and healthily.

0 引言
花卉产业具有多功能、高效益的特征,在发展农村经济、调整农业结构、增加农民收入和精神文明建设方面发挥了重要作用.随着经济的发展和科技的进步,中国花卉业不断发展壮大,但与发达国家相比,在生产技术、产品结构等方面还有较大差距,且仍存在一些问题,通过对中国花卉业的发展动态进行研究,发现存在的问题,对花卉产业建设和花卉业健康、稳定和可持续发展具有重要的理论意义和实用价值.
中国花卉业发展起步较晚,自从1984年7月,原对外经济贸易部部长陈慕华在《经济日报》上发表了题为《花卉生产是大有前途的事业》一文后,明确提出中国可以大力发展花卉业.专家学者们先后从不同角度对花卉业进行了研究,比较有代表性的是：包满珠[1]在1997年首先指出花卉业发展过程中存在的限制因子；高俊平等[2]在1999年对花卉生产质量与效益问题、市场建设进行了首次研究.王红姝在2005年首先对中国花卉产业的特点、发展的一般规律、影响因素及战略措施等进行了较为系统的研究.近年来有关中国花卉业发展的研究越来越多,但是关于近20年来中国花卉业的整体发展动态还未见详尽的研究.笔者针对尚未研究的问题对花卉业的发展现状、发展动因、存在问题、未来发展趋势展开深入探讨.
